I think all web pages should have appropriate ratings so who can access what on the Internet can be controlled - when that is appropriate. For example, my watercolour site will have nudes. Done tastefully and artistically I would hope. But nudes. Some people do not like this type of art, so they can choose to ignore that part of my web site. Also, while my web comic (www.pencilenvy.ca) is about a mild mannered computer draftsman - it is rated to cover everything I think I will ever put into it.
